Vice President Pamela Kyllo called the meeting to order at 6:03 P.M.

Mike Mulligan from the Newport CERT/Lost Creek Park Emergency Response Group was our speaker. He spoke in detail about mapping and training.

Using the Emergency Management Database (EMD) the maps show "islands" and "satellites" that would be created in the event of a tsunami.

The maps identify residents by number and age per house as well as special needs.

It was a very informative presentation.

The business meeting began at 7:03 P.M.

The board was introduced; followed by individual introductions of everyone present. The current class was present as well as the graduates of the first and second classes.

Ian Finseth our scheduled speaker was unable to attend. We will re-schedule.

The minutes of the September meeting were approved.

New Business – The training drill scheduled for October 15th was reset to Sunday, October 22nd at the Otis Fire Hall (Station 1300).

Dave explained the upcoming drills and handed out information sheets with our assignments.

It will be an all day drill with a potluck lunch. Bring food!!!

There were ten members at the annual beach cleanup on September 16th – wearing our green jackets.

Our next meeting will be Thursday, November 2nd at the Bob Everest Station #1400.

(Our President, George Vaughan, was ill – Kate Becker was also absent and we sure missed her – Jan & Dee are in China)

President George Vaughan called the meeting to order at 6:18 P.M.

We had a barbecue/potluck supper and cake.

The minutes were read and approved.

George explained the advantage of joining with the Newport group for numbers sake to help with getting grants.

The board members were asked to stand and introduce themselves. In order to get the best use of our meeting time, the members were instructed to contact a board member if they wanted to get an item on the agenda.

George has been invited to Newport to attend drills with the Coast Guard.

We talked about the mapping system. We are working with Jim Hawley and emergency services. There have been 100 islands and 50 satellites identified in Lincoln County. When the map is made available to us, we will use it to identify areas of need in our neighborhoods.

Oradell shared her experience of contacting her neighbors and asking them what they would be able to contribute in an emergency and what their needs would be. She had mostly positive response.

George asked for someone to attend the Steering Committee meetings with him. Pauline volunteered to do this.

Dr. Lynn Osmond, a veterinarian will be joining the next CERT class. This will be an asset when dealing with animals during an emergency.

George asked for volunteers to work on developing a plan for taking care of animals.

Lynn & John Sollers, Alex Smyth, Sharon Wisinski, Sandy Bullock, Debra Vaughan, Mack Bryson, Don Martin, Linda Fisher and Pam Kyllo volunteered.

They will meet and make a report at the next meeting. Sue Clark recommended they visit the FEMA website and take the Incident Command class dealing with animal shelter requirements.

George asked for volunteers to work on assisting the disabled.

This group will also meet and make a report at the next meeting.

Don Martin suggested we take part in the Beach Cleanup on September 16th and wear our jackets to show our support for the community.

The name/address/phone list was passed around for corrections.

At 7:00 P.M., the meeting was turned over to Dave for Advanced Communication Training. We were drilled on radio use. It was a good exercise.

Sue is checking on getting us involved with ODOT training for flaggers.

The next meeting will be October 5 beginning at 6:00 P.M. at the Congregational Church.

The meeting was called to order at 5:02 P.M. by Pamela Kyllo, Vice President.

Attendance sheets were passed around for signing.

Pamela acknowledged the passing of Michael Pfohman. Pauline spoke and prayed for Michael and also for Mike Vaughan who is going to Iraq.

Minutes were not read, but were approved.

We discussed the Code of Conduct – Pauline read the code.

A motion was made and seconded to adopt the code as written. This was approved.

We introduced ourselves.

Don Martin announced the SW Fleet/Harbor Community Watch would be having a picnic on August 12th at noon and would like to have CERT representation.

On August 9th, the Coast Guard is having a First Responder drill at the Newport hospital and they need volunteers to "act".

Ed Simon from Central County CERT Steering Committee spoke.

He spoke about Lincoln County being broken up in many "islands"

He spoke about keeping individuality for each CERT organization and the need for drills.

He talked about grants and explained the need for the Steering Committee to assure consistency and oversee the CERT organizations.

Bill Pigott explained the need for government involvement in grant applications and grant money received by our organization.

There is a liability question – what agency is responsible for CERT members participating in a planned drill or an actual event? This is a large issue and needs to be dealt with.

The meeting was adjourned at 5:55 P.M. and we all left for Newport to attend the Lincoln County Tsunami Preparedness Workshop.

CERT MEETING

JULY 6, 2006 CONGREGATIONAL CHURCH

PRESIDENT, GEORGE VAUGHAN, CALLED THE MEETING TO ORDER AT 6:30.

OLD BUSINESS.

THOSE PRESENT VOTED TO HOLD OFF ON VOTING IN THE CODE OF CONDUCT UNTIL THE NEXT MEETING, DUE TO LACK OF ATTENDANCE.

NEW AND ONGOING BUSINESS:

GEORGE ANNOUNCED NORTH LINCOLN COUNTY CERT CAN NOW BE FOUND AT CITIZENS CORPS OF DHS.GOV. THERE WILL BE A LISTING OF PROGRAMS BY STATE. THANK YOU GEORGE FOR CONTRIBUTING TO THE CAUSE.

WE WERE GIVEN A DETAILED MAP OF OUR AREA, WITH WHICH WE PLAN TO PINPOINT EVERYONE INVOLVED WITH OUR PROGRAM. WITH THIS FORMAT WE WILL BE BETTER ENABLED TO CARE FOR OUR AREA AND TO SHOW WHERE ANY WEAK AREAS MIGHT BE. ALSO, ENABLING GROUPS TO BE FORMED. MACK HAS GENEROUSLY OFFERED TO ORGANIZE OUR TSUNAMI MAP WITH NAMES OF MEMBERS AND IMPORTANT LOCATIONS. ANOTHER SUGGESTION WAS FORMING A PHONE TREE, WHICH WILL BE DISCUSSED AT A FUTURE MEETING.

GEORGE HAS ENLISTED A FEW VETERINARIANS TO TAKE THE NEXT CERT CLASS SCHEDULED IN THE LATE FALL. THIS IS AN EFFORT TO ENFORCE OUR DESIRE AS A GROUP TO ASSIST OUR ANIMAL FRIENDS IN THE EVENT OF A DISASTER. WE ALREADY HAVE ALMOST 45 PEOPLE SIGNED UP FOR THE UP COMING CLASS. EACH CLASS, HOWEVER, WILL BE LIMITED TO 25 PEOPLE. GLAD TO SEE THE RESPONSE OF OUR COMMUNITY.

SILETZ HAS ASKED US TO TRAIN THEM IN SERT. STUDENT EMERGENCY RESPONSE. WE ALL AGREED THAT IT WOULD BE A GOOD THING. SILETZ IS OUT OF OUR AREA, BUT THE CASINO IS PART OF OUR COMMUNITY.

WE DISCUSSED USING A PIECE OF LAND AT ROADS END TO USE AS A STORAGE SIGHT AND POSSIBLE EVACUATION AREA. THE LAND HAS BEEN OFFERED TO OUR GROUP. BRAYDEN WILL BE CHECKING INTO ANY PROBLEMS WE COULD INCURE WITH THE COMMUNITY OF ROADS END.

WE DISCUSSED THE MAGNETIC SIGNS FOR VEHICLES USED TO LABEL US AS CERT. THIS IS BEING DISCOURAGED UNTIL FURTHER INVESTIGATION.

OUR CERT PICNIC AT OTIS FIREHALL HAS BEEN CHANGED TO AUGUST 27TH

OUR NEXT CERT MEETING WILL BE HELD AT STATION #1400 ( BOB EVEREST STATION) THURSDAY AUG. 3RD AT 5 P.M.

OUR CONTINUING EDUCATION WILL BE A PRESENTATION BY DAVID CLARK ON COMMUNICATION SKILLS AND RADIO KNOWLEDGE AT THE END OF OUR FORMAL MEETING.

Update – Our August 3rd meeting will be from 5:00 – 6:00 and will include a talk by the President of the Newport CERT team. At 6:00 we will leave for Newport to attend a presentation by NOAA at the Hatfield Marine Science Center. The proposed Code of Conduct is attached. Please review it and be prepared to vote on it at the August meeting.

President, George Vaughan, called the meeting to order at 5:07 P.M. The minutes were read and approved. Sue Clark explained the need for Directors who would serve two-year terms and officers who would serve one-year terms. It was moved, seconded and approved that the officers elected at the last meeting would also be the directors.

Mission Statement - The mission of North Lincoln County C.E.R.T. is to harness the power of every individual within North Lincoln County through C.E.R.T. education, training and volunteer service to make our communities safer, stronger, and better prepared to respond to disasters of all kinds, threat of terrorism, crime and public health issues.

George talked about our website. It is under construction and will be hosted by Blue Host – Web Hosting Solutions. The site will contain our mission statement and have links to related sites. It will also be connected to and accessible from the National CERT site. We will be able to post the minutes there and send information to our members from the site when it is completed.

We discussed our "Code of Conduct’ – The following was adapted from the Code of Conduct for the Los Angeles Fire Department.

We will adopt a Code of Conduct in order to

ensure the greatest good for the greatest number.

Number one is – Your personal safety, as well as the safety of your family, is your primary response in the event of an emergency.

Honesty and integrity.

Wear uniform with respect for the organization

Act professionally in accordance with CERT training and policy.

Inappropriate conduct or behavior includes but is not limited to the following –

  • Sexual Harassment
  • Hostile work environment, including inappropriate or abusive language in person or on air.
  • Insubordination
  • Self-dispatching or action that would compromise the team.
  • Misuse of credentials/uniform
  • Criminal Conduct
  • Participation in any CERT activity while under the influence of alcohol or illicit drugs.
  • Operate in any manner that is contrary to the best interests of the CERT organization.

Disciplinary Action, when needed, will be handled by two board members and five general members. These members will be chosen in a drawing and will be rotated so that all members will serve.

The "code" is to be reviewed and voted on at the next meeting.

The need for a map of people needing transportation was discussed. Dave Clark is working on obtaining/preparing the maps. It was suggested we use pushpins to identify locations of people needing help evacuating and those who are able to help.

George discussed the possibility of using magnets (with CERT insignia) on our vehicles during a CERT activity.

Areas of concern –

Communication with members – email, phone tree, etc.

Procedures to deal with pets and disabled during an emergency.

Event Staff – public relations, update website, obtain and staff booths, etc.

A CERT picnic will be held at the Otis Fire Hall with a tentative date of September 2nd (Labor Day).

Meeting locations were discussed and will be held either at the Fire Hall or the Congregational Church. Gisela is our contact for the church and she will be gone in August.

Our next meeting will be held at the church on July 6th beginning at 6:00 P.M. followed by a training session using radios.

The meeting was adjourned at 6:50 P.M. to attend the graduation of the current class.
