CERT Minutes for June 2006

June 22, 2006 – Congregational Church

President, George Vaughan, called the meeting to order at 5:07 P.M. The minutes were read and approved. Sue Clark explained the need for Directors who would serve two-year terms and officers who would serve one-year terms. It was moved, seconded and approved that the officers elected at the last meeting would also be the directors.

Mission Statement - The mission of North Lincoln County C.E.R.T. is to harness the power of every individual within North Lincoln County through C.E.R.T. education, training and volunteer service to make our communities safer, stronger, and better prepared to respond to disasters of all kinds, threat of terrorism, crime and public health issues.

George talked about our website. It is under construction and will be hosted by Blue Host – Web Hosting Solutions. The site will contain our mission statement and have links to related sites. It will also be connected to and accessible from the National CERT site. We will be able to post the minutes there and send information to our members from the site when it is completed.

We discussed our "Code of Conduct’ – The following was adapted from the Code of Conduct for the Los Angeles Fire Department.

We will adopt a Code of Conduct in order to

ensure the greatest good for the greatest number.

Number one is – Your personal safety, as well as the safety of your family, is your primary response in the event of an emergency.

Honesty and integrity.

Wear uniform with respect for the organization

Act professionally in accordance with CERT training and policy.

Inappropriate conduct or behavior includes but is not limited to the following –

  • Sexual Harassment
  • Hostile work environment, including inappropriate or abusive language in person or on air.
  • Insubordination
  • Self-dispatching or action that would compromise the team.
  • Misuse of credentials/uniform
  • Criminal Conduct
  • Participation in any CERT activity while under the influence of alcohol or illicit drugs.
  • Operate in any manner that is contrary to the best interests of the CERT organization.

Disciplinary Action, when needed, will be handled by two board members and five general members. These members will be chosen in a drawing and will be rotated so that all members will serve.

The "code" is to be reviewed and voted on at the next meeting.

The need for a map of people needing transportation was discussed. Dave Clark is working on obtaining/preparing the maps. It was suggested we use pushpins to identify locations of people needing help evacuating and those who are able to help.

George discussed the possibility of using magnets (with CERT insignia) on our vehicles during a CERT activity.

Areas of concern –

Communication with members – email, phone tree, etc.

Procedures to deal with pets and disabled during an emergency.

Event Staff – public relations, update website, obtain and staff booths, etc.

A CERT picnic will be held at the Otis Fire Hall with a tentative date of September 2nd (Labor Day).

Meeting locations were discussed and will be held either at the Fire Hall or the Congregational Church. Gisela is our contact for the church and she will be gone in August.

Our next meeting will be held at the church on July 6th beginning at 6:00 P.M. followed by a training session using radios.

The meeting was adjourned at 6:50 P.M. to attend the graduation of the current class.
